(2) Military Lands. The Duke is sorry to hear that the War Office are not prepared to accept the latest proposals which have been put forward. He is telegraphing the counter proposals of the War Office to the Governor for his observations, and when his reply is received the Duke will do all he can to try and bring about a settlement, which is so badly needed in the interests of Hong Kong.
